Sultanbek Tauypbayuly was born on February 27, 1956 in the village of Myrzabai, Jalagash district, Kyzylorda region. Zhambyl graduated from the Hydro-Reclamation and Construction Institute with a degree in hydraulic engineering. He began his career in 1973 as an employee of the Myrzabai collective in the Jalagash district. After graduating from the Hydro-Reclamation Construction Institute, Zhambyl is engaged in teaching and scientific services in educational institutions in Kazakhstan and Russia. Doctor of Technical Sciences, 1 monograph and author of more than 50 scientific papers. In 2005-2007, he was elected a deputy of the Kyzylorda regional maslikhat.

From 2008 to 2012, Akim of Syrdarya district of Kyzylorda region, from 2012 to 2015, akim of Zhanakorgan district.
